The Framework: What ITU Regulates
The International Telecommunication Union (ITU), a specialised UN agency, coordinates orbital positions and frequency bands internationally. The geostationary arc holds roughly 1,800 nominal slots, each tied to specific frequency plans.
ITU does not grant ownership but a right of use. Protecting that right requires demonstrable active use; otherwise the slot can be reassigned to another applicant.
The "Use It or Lose It" Rule
ITU Radio Regulations Article 11.44 sets a 7-year bringing-into-use deadline after coordination. Failure to physically deploy a satellite ends the filing. Lapse without a replacement at end-of-life can equally cost the slot.
Losing a slot costs more than defending one. A prime GEO position may be unrecoverable; re-coordinating a similar position can take 5–10 years with no guarantee of success.
Three Strategies for Emerging Nations
01 — CubeSat-Based Slot Retention
A small, low-cost satellite (CubeSat or hosted payload) can create demonstrable use. Large operators have used this tactic for years; for emerging nations it is a strategic bridge.
02 — Hosted Capacity Agreement
Leasing capacity on another operator's satellite keeps the slot active while generating revenue. The legal structure must be precise: the licence-holding state remains the rights-holder; the lessee handles operations.
03 — Multilateral Coordination
Coordinated ITU filings from neighbouring slot-holding countries create collective leverage in coordination — cheaper, less risk of rejection.
The WRC Process and the Road Ahead
World Radiocommunication Conferences (WRC) update spectrum policy every four years. WRC-27 will be decisive for mega-constellations, LEO/GEO coordination, and the access of emerging nations.
Countries that stay silent in this process forfeit their seat at the table once the rules are written.

ITU mechanics look technical but are fundamentally strategic. Spectrum is a scarce resource defended through legal action. Nations that intend to protect their orbital assets must operate ITU process with combined legal, technical, and diplomatic capacity.
